I don't think there is a 'rule' that can be applied. For several
reasons. First, some tracks have extra long pit lanes which incurs a huge
time penalty while you are driving with the speed limiter engaged. Other
tracks are in/out so any 'rule' would have to take into account the time
spent in the pits...already we are leaving the area of rules and entering
the zone of calculations.
2nd. Some drivers just don't do as well with a full tank of fuel. Others
go dang near as fast, so once again, a rule must factor in the ability of
the sim driver to hustle a pig-heavy car.
3rdly: If you apply this rule and everyone else also follows that
approach, you gain no advantage. So the only benefit of a rule would be to
occaisionally disregard the rule to outfox your opponents.
As you may have gathered, there really is only one way to determine
which approach is best for you...and the GPL'ers already know this....
