I wonder if this is because you set the race length to 40%.  This length is
probably too long for the AI drivers to go without having to make a pit stop for
gas.  Well, instead of waiting until the end of the race to refuel, they did it
at the beginning.

The same thing happened to me at Laguna Seca using 35% race distance.

You are probably correct.

I would have expected them to pit around half way through the 40%.

     I don't think so, a friend of mine ran the same setup except the number of
cars.  He's running a 486DX266, so he only had 10 cars in the race.  It ran
normally.  I may have found the secret game setup that guarantees a win at
Loudon. :)  The other tracks don't seem to have this problem.
