My experience as well, and I think a reasonable decision from a gameplay
standpoint.  It prevents unrealistic qualifying or racing lap times, but
also allows you to just continue on to the next attempt at  a good lap if
you really***up, instead of having to pit and start over.  Of course,
some would probably like that extra touch of realism.

What actually is the rule in F1?  My feeling is that, if a driver gets a
corner so wrong that he has to straight-line it, it screws up the rest of
his lap anyway, so doesn't matter at the end.

In qualifying, in the event of a short-cut the laptime doesn't count
(although the lap is still counted towards the 12-lap limit). In a race
the rule is that if the driver is judged to have gained an advantage from
the shortcut (usually taken to mean getting ahead of another car) then a
ten-second stop-go penalty (in the pits) is in order.

  I believe in F1 a driver who cuts a corner is penalised if he is
judged to have gained a racing advantage from doing so (i.e. if it
helped his lap time or gained him a place).  Typically a 10s stop go
is the penalty.

I think you will need not-quite-legitimate solutions to course cutting such
as GP2 black flag slowdown until such time as the damage model becomes
detailed enough to reflect the degradation of performance caused by major
off track excursions. Even if you don't whack a  barrier there is still dirt
on the tires,clumps of grass in the radiators, stalled engines ( Oh Mika)
and general driver disorientation to consider.

As far as I can tell from a quick perusal of the FIA Regulations pages there
is no specific prohibition against off track excursions. There are
prohibitions and penalties against causing an "incident" which may (or may
not) come about from an off track excursion. I believe Couthard had one
against him last year when he went off track to pass a competitor which was
probably assessed under the incident rule prohibiting "- illegitimately
impeded another driver during overtaking." or as the general usage would
have it (Murray and Martin)gained advantage by cutting corner. Rules
