If you want to have working lights etc.. I severly doubt it. I
remember reading that the pace car is in the cars.dat file (?) and
that it could be re-painted.
However, the panels are a different shape from the player (and racing)
cars, so you'd have to do some work.
After all, there's nothing stoping you painting your own or converting
one of those "Street Cars" that I've seen posted here?
I'd be interested to know otherwise, but I think what you want is just
not possible...

If it's anything like N1 or ICR2, then using the pace car as the primary
model would cause all the AI to use same, and the paint all matches
as well...kinda' hard to know who you passed when pacecar-a looks
just like pacecar-b, pacecar-c, etc.

The pacecar's 3DOs (the polygon models) and the MIPs (the texture maps) are
in the cars.dat in your Nascar2\cars folder.
