Would it be possible to buy a ACTLABS Force RS and take all the parts
out of it (motor, pots, whatever else is in there) and build your own
steering wheel with the ACTLABS innards?

Yes, but why?  The ACTLabs wheel isn't that bad of wheel really, nor is the
LWFF.  Be even better if you grafted on TSW pedals to both of them though.

I am doing just that with Logitech's Wingman Formula Force.  I've ordered a
high quality wheel from Simulation Racing Controls (SRC) and will be
transferring the internals of my LWFF to it.  This is not a home made wheel,
but it offers excellent pedals and precision made parts.  It also has enough
room internally to house the necessary parts.  I have done a fair amount of
research on building this wheel and feel it can be done successfully.  The
only tricky part is connecting the motor to the wheel shaft. I have ordered
and received a few catalogs from gear and motor companies and these should
suffice for parts.

This isn't a cheap project ($500 SRC, $120 LWFF, $100 parts) but I feel it
will be well worth it.  I don't know when I'll be able to start building,
I've ordered the SRC wheel but have not heard back from them regarding a
delivery date.  I think it won't be for another month or so.  I'll let R.A.S
and SRC know if I'm successful, so others can duplicate what I've done.
