Here is what to do:

1. Find a file called 3Ddata.dat (3dSetup dir)
2. Open it with Notepad
3. Change the line <Triple Buffer=0> into <Triple Buffer=1)
4. This will speed up the game a bit
5. Change the line <D3D-3Dfx=0> into <D3D-3Dfx=1>
6. Start 3DSetup.exe
7. Choose the card that you have (need to have Direct3D at the end)
8. Thank me :)

Now you should have a dashboard even if you have Voodoo2 8MB.
