NFS II - How do I turn on Traffic?

I see the Traffic menu in the Opponents options, but it's always
greyed out, not matter what kind of opponents or game I select. How to
I turn traffic on?

Turn off Random Cars and select one car to race against.

Look in your manual on the bottom of page 5 and the top of 6.
