track conversion question

Total newbie about this sort of thing (with racing games anyway), so
here goes:

Imagine a warped soul wanted to undertake the conversion of the North
Wilkesboro track from N3 to NR2002.  What is involved, what tools are
needed, etc?  Any good online tutorials about this kind of thing?

I'm with you guys, I'd love to have it back. My only question is how did it
get into N3 in the first place? I never had it in that sim. My semi-beloved
NASCAR Legends, on the other hand, did have it IIRC. Add to my list:
Greenville-Pickens, Bowman Grey, Asphalt Bristol, Asphalt Dover, and
Riverside RC.

It was out there you just needed to know were to look. It was based from the
N2 version. I think I still have it at home. I actualy replaced the dat file
with the one from Legends just because I liked the looks of the older track,
but so that it ran with the newer cars at correct speeds.
