Tell me if this is right:
1. Create "Sebring" file under tracks
2. Unzip the downloaded file into that file.

That is it in a nutshell, BUT... :)

The track was probably built for the F1 track folder. You may need to
either also install it in the f1 2k2 track folder or edit the .scn file
inside the sebring folder. PLUS...You will need a game.gdb file that
includes Sebring to be able to run more than 5 laps in a race.
A bunch of the track sites have game.gdb files you can dload that
include most of the tracks. I was at a site YESTERDAY that had a 63 track
game.gdb but I can't seem to get back there now... I "THINK" the link was:
