I fixed it finally!!
First I ran CleanFRS.exe. Then I ran regedit and searched for "force
rs" and deleted any key that way found. I did the same thing again
but searching for "Immersion".
Than go to "c:\windows\system\directx\dinput" and delete the file
called act_rs.png. You should also see some files that look like
act*.ini (like act094.ini).
Then do a file search in the windows dir for the files on this list
and delete any of them you find:

I know this sounds like a lot of work but it is the only way to truly
remove every trace of the drivers.
Once you have gone through all of these steps, download the Raw 2.1
ForceRS drivers, and install them exactly like the directions in the
readme say.
This worked for me. :)
