I have also found that when you change anything within the Logitech wheel setting in windows( e.g.. overall force, damper, etc) your latency will need to be adjusted in the core.ini to get the same feel/reaction time.

BTW I noticed the very much different Logitech FF wheel core ini suggestions
So I had to try and make my own.
Latency however is not a preference and should be done right and the different suggestions also had different latency times.
So how could I find the right latency for the Logitech wheel?
I closed my eyes and bumped withe different speeds on purpose to all kinds of objects ( metal rails, straw) with my eyes closed. The reaction of my wheel should start immediately with the (different) collision sounds.
After trial and error I could not discern a time difference any more at settings
force_feedback_latency = 0.0045000000
There was certainly a noticable time difference with settings 0.00000 or the original Ms settings
