Yep.  I assume you've discovered that the Enter key toggles between
change and don't change the tire.  The Spacebar will cycle through
all four tires for changing.  The one with the yellow box is the
"active" tire.  If you request no tires changed when one (or more)
is flat, only the flat tire(s) will be changed.  Hope this helps.

I think according to the readme.txt file that comes with the game, the
crew will change all tires regardless.  I'll check that for sure and let
you know.
