Now I've downloaded the IROC car set for Nascar 2002, is it possible to
create a 'four track only' championship?

Sure there is, same way as in N4:

1. make a copy of your ...\series\cup\2002season.ini file
2. rename the file something like 2002iroc.ini
3. use a text editor like Notepad to delete all the events you don't want
4. renumber the events that remain (by changing the number on the [ Event
xx ] line)
5. change the total number of events in the last section
6. save the file and it should show up as a selectable season
