Just loaded N 2003 and now there are no engine sounds in GTR 2002 playback
and no opponent
engine sounds.   Could directx 9 be the culprit?
Anyone else experience this?

  Check the options and make sure the opponent engines are not set to zero.  
I think the default is 90%.  That should be the option that
affects(effects?) the replay sound.

No, unless you have a sound card whose drivers don't support DX9.  But if
that were the case, chances are sound would be affected in other games, too.
