Strategy Racing Game

I played Gran Turismo 3 for PS2 the other day, and it was Great FUN!!!

Disappointed, I realized that the game did not come in a PC-version,
and I do not have PS2 (nor do I have time to buy, It will only steal
all my spare time).

Does anybody know about a similar game for PC?

The point for me is that the game should contain the buying and
selling of cars, building, tuning and winning money to buy better
cars.
The racing itself is not that important.

As  long as the racing is not important, you could try Sega GT, which is
Sega's version of GT.

Sports Car GT is a blast.  It's a damned shame the developers/publishers
haven't updated it for modern hardware :(

The frame rates tap out rather quickly (much like GPL does) and upgrading
hardware doesn't net any improvement with SCGT.

SCGT-2 would be a welcome addition :)

So would Viper-2.

The makers of SCGT are the ones behind F12001. somewhere I saw a sports car
model being ran in F12001 [don't ask because I don't remember where]. So
maybe SCGT2 will be a made from f12001 by some enterprising bunch.

Need for Speed: Porsche Unleashed is about as close as you are going
to get to GT on a PC (without using an emulator).

  The CArt World Series sim/mod(whichever it is) will be based on F1 2001's
engine so a Sportscar mod should be do-able as well.  But the race lengths
and driver swapping would probably be difficult for just a mod.

There's one called Grand Prix Manager that has no racing at all just team
managing and strategy.  More full of bugs then an ant farm.  I think there's
one called F1 Manager too.

  And look for Street Rod 2.  You start out with $1200 and a newspaper.  Buy a
car, fix it, race it, win money, buy better parts, etc..  The game's
abandonware now (free download.)

On a similar topic, is there a "race engineer" game anywhere?
I'm thinking of a sim where you put yourself in the place of
the driver's race engineer (eg: Jock Clear for Jacques Villeneuve)
and have to decide such things as race strategy, pit stops,
how to fix the understeer the driver complains of, when to go
out on the track in qualifying.    Whether to change tyres
if the track gets wetter or dryer.  Whether to pit early if
the driver gets stuck behind other traffic.  To change pit
stop strategy if your driver has to pit unexpectedly for
damage.   Things like that.
Perhaps not so much for F1 racing, but CART or INDY racing
would have you call the driver into the pits at a moments
notice (or not) if a full course yellow comes out...  etc...
