I am posting a message that Brent Huscher posted some time ago.
Hopefully it will give you some starting points. I highly recommend
running NASCAR in DOS though. One way to do this is to edit the "Exit
To Dos.PIF" found in the Windows directory. Put all of the needed
drivers into the Config.sys & Autoexec.bat boxes on the
Program->Advanced Properties boxes. Remember to check the Specify a New
MS-DOS configuration button along with the MS-DOS mode box.

Getting NASCAR Racing to run under Windows 95
Navigate to your NASCAR directory, and right click on the NASCAR.EXE
file. You'll get a property sheet with six tabs at the top. Change to the
program page of the sheet. From here, you can enter the any command line
options (such as the -h and/or -f option) in the Cmd line text box. For
example, my command line reads:
C:\GAMES\NASCAR\NASCAR.EXE -h -f
Here's where it gets tricky: there are two methods you can try:
Method 1: (Try this first. If it doesn't work, then try Method 2.)
Click the "advanced" button. Go to the property sheet for NASCAR,
choose program, advanced, and just check the "Prevent MS-DOS-based programs
from detecting Windows" check box. Next, go to the Misc. tab and make sure
the 'Allow Screensaver' box is UNchecked.
NOTE: Method 1 is more likely to work if you have a 'healthy' machine that
is running all 32-bit VxDs (virtual device drivers) and few (if any) of
the old 16-bit 'real mode' drivers. This method works great on my machine
(Pentium 90 with 16 megs and no real-mode drivers). -Spyder
Method 2:
Click the "advanced" button. Check the "MS-DOS mode" checkbox. Choose
to "Specify a new MS-DOS configuration". Enter in a minimum config.sys and
autoexec.bat for playing NASCAR. Here is an example (may be different on
your machine):
CONFIG.SYS

DOS=HIGH,UMB
DEVICE=C:\WINDOWS\HIMEM.SYS
AUTOEXEC.BAT
------------
SET PATH=C:\WINDOWS;C:\WINDOWS\COMMAND
SET SOUND=C:\SB16
SET BLASTER=A220 I5 D1 H5 P330 T6
In either case, click OK to accept the changes you made in the advanced
options dialog. Then, click OK again to accept the changes to the properties.
You will now notice that you've got a new ShortCut called "Nascar". Copy
that to either your Windows\Start_Menu\Programs directory, or your
Windows\Desktop directory for easy access.
With Method 2, when you run that shortcut, Windows will ask you if it's
OK to shut down other apps. If you answer yes, Windows will shut down,
restart your machine w/ the AutoExec and Config from above, and run NASCAR.
When the game ends, Windows will restart. Not a perfect system, but it
does work if Method 1 doesn't work for you.
