I have the same problem with my home-built wheel and pedal. My wheel and
pedal also use 3 axis. I think/hope that Windows tests either 2 or 4 axis
for a signal. I'm going to build a 4th potmeter into my wheel.
Tomorrownight I'll test it on my stuff and report the results.

Windows needs to find a voltage on BOTH axis of a joystick before it
recognises it.  This means that if you only have a signal on Joy-1
X-axis, for example, with nothing on the Y-axis, Windows will not
recognise that the joystick exists at all.

You don't need to build a 4th pot into your wheel, simply connect a link
from Pin 1 (+5V) in the joystick plug to the missing axis i.e. Pin 3 for
Joy-1 X-axis, Pin 6 for Joy-1 Y-axis, Pin 11 for Joy-2 X-axis or Pin 13
for Joy-2 Y-axis.

I have the same problem.......I use a custom made GP500, using the 3x
axis for wheel, throttle and brake.  W95 will not recognise the seperate
axis.....brake/throttle.  I have down-loaded some inf. from Eric Cotes
site (he of GP2 fame)  I have not tried it yet, but it gives the griff
on setting up W95 for all sorts of controllers!

This is what works for my ECCI wheel/pedal system:

1. Turn your computer off.
2. Set your pedals for separated axis mode.
3. Plug your steering unit into your pedals, and then
plug the pedals into the computer.
4. Turn computer on.
5. From the start menu, select "Settings".
6. In the "Settings" menu, select "Game Controllers".
7. In the "Game Controllers" menu, click on the "Advanced" tab.
8. Select the "Change" button.
9. Select "2 Axis, 4 button joystick".
10. Click the "Ok" button.
11. Select the "General" tab.
12. Select the "Properties" button.
13. Select the "Rudder/Pedals" checkbox.
14. Click the "Calibrate" button and perform
calibration **precisely** as directed by the WIN95
text prompts.  Note also that whenever you
change the switch setting on the side of your
pedal unit, you must reboot the computer or it
will not properly recognize the new configuration.
