Which would be better in your guys' infinitely knowledgeable opinions
for running N2, ICR2,(and maybe Quake):
These are the only two choices I have.

1. STB 2MB Powergraph 64 PCI video acclerator

or

2. Matrox MGA Ultima 2MB VRAM VL-video bus card

Any help is greatly appreciated, thanks.

None of the above...Try one of the Rendition-based cards (Intergraph,
Sierra, Canopus)...These 3 have an optimized version of ICR2, and
all (AFAIK) have an optimized ver of Quake...One other card, the
3D Blaster-PCI from Creative Labs would also be a good choice
(Rendition-based), but it doesn't have ICR2-3D.  :(

Do yourself a favor,  Wait a while and upgrade the motherboard and CPU.
Don't bother buying a new video card now.  You'll just throw it away when
you do get a net motherboard anyhow.  New Mboards all use PCI cards, Not
VLB's.  Your VLB will be going to the Smithsonian soon.
