I race online a lot with just one of my friends via tcp/ip now.
We both have pretty much the same system and cable connection
P4's 1.5ghz
348 PC800 Ram(mine) his 128meg
Geforce 3(mine) Geforce 2ultra on his.
I always host now due to my cable connection is a 1.5mbs connections and his
is only a 700. We run a full 43 car field with 20 ahead and see anywhere
from 30fps at start to 50fps when things thin out some.

we don't have any real problems but I was wondering since I had ordered
my daughter a computer for christmas if it would help or make any since to
set it up as the host and us just connect to it. If so how to do you do it.

New System:
P4 1.6ghz
256ram
32meg Geforce 2

I know it does not have as good of video cards that we have so would it help
at all to do this?

I doubt you would see any performance increases, not worth the effort IMO.
