1. I love this game accept for one little thing. Coming into a corner while
downshifting the rear wheels want to lock while shifting into the lower
gears - I always end up spinning out.
2. What are some good sites with info, utilities, setups, mods etc?
3. Have people already learned how to cheat at this game? One guy did a burn
out all the way down the front stretch at Spain (I was just racing online),
and pulling away from everybody at a ridiculous rate!

Try adding some gas while braking down through the gears where the car
would like to swap ends -- does wonders for the stability!

(This requires split axis controller for brake and gas, obviously... )

You are either downshifting too soon or too fast, or perhaps you are
downshifting after turning in.  Downshift while braking, not after, get
into the correct gear before turning in.  Downshift in a steady, smooth
rhythm.  Don't downshift any more than necessary.  You do not need to
have the revs up in the middle of the turn, in fact for low speed turns
you get better traction if you are below the power band in the middle of
the turn, and just coming back into it as you start to straighten the
steering wheel for the exit.  Take a look at the track maps in the game,
IIRC they have recommended gears for each corner shown on them.  You can
also go into the telemetry tool and look at the gears used in the
example lap for each track.

Make sure the revs are OK before you downshift.  You need to downshift quite
late in an F1 car and make sure that you don't shift down to a lower than
necessary gear - especially if turning into a corner.

http://f12k2.relaygames.com/ is probably the best around..

I haven't witnessed any cheating, but I'd say that the game is quite easy to
hack, so I wouldn't be surprised.

Try lengthening whatever gear you spin out in (second or whatever).
It may be that gear is too short for the speed you're travelling at.  

http://f12k2.relaygames.com/ is all you'll really need.  There are
others, but the best stuff inevitably finds its way there...

   Are you manually shifting or using the auto downshift?  I tried using the
auto function and got very similar results.  I had to turn it off cuz I
'think' I was moving through the turns too slowly and it grabbed a lower
gear(i.e. first gear) when I should have been using 2nd.  So  TRY the manual
shifts and work on getting them done smoothly and before you begin
turning...good luck/

Something else you can do is to lower the differential-lock. This will
make the car more stable during turn in.

That said the biggest difference I found was to go manual on the
downshifts. This stopped the auto downshifts from happening at the
wrong moments spinning me out.

Sounds like there is a way to cheat.  I suppose it really comes down to
what you want.  Do you want to learn how to really drive, or just cheat
and go fast.  I learned real fast about braking and downshifting in a
real racer. It is easy to get the car's back end out of shape, if most
of your braking is not done before downshifting.  If you are late and
turning to the right, the rear wants to swing out to the left and vice
versa.  If this is happening to you, then the modeling is pretty good in
that aspect and this can be a tool to help in learning to drive a race car.

  The 'cheater' was probably running an altered car.  The smoke was not so
much from a burnout as from tire skidding(probably caused by lag) (I've seen
that without any cheaters...leaves a trail of smoke hundreds of feet behind
the car.  You keep thinking you'll be passing a smoking carcass any
second...  :0
  One problem with the online code is the lack of much, if any, cheat
protection.   THe mods are especially vulnerable, a 190mph viper gets blown
away by a 225mph F1 car.
