Greg,
Each track has it's own record.ini file. Deleting the desired file would
lose the warp time, and the file is recreated when you fire up GPL again.
Alternatively, I guess you could try editing it in notepad?

Hi Greg. Go into your player.ini file.
Sierra\GPL\Players\(your name)\player.ini
Open it using Notepad or any text editor.
Scroll down to the track in question, there the times are listed from
fastest on down so your best lap time is at the top. There are two
long numbers following the chassis type, the second one is your lap
time in seconds. Delete the ENTIRE line at the top and SAVE the file.
Your next fastest time will now be your fastest lap. Don

One more thing, as long as you don't race against the AI it isn't a
problem, but otherwise you will need to either delete or edit the
player.sts file in your players/player_name folder or the AI are going
to be at 'Alien' levels at that particular track.
