Title sez it all, but let me elaborate.  

I have a Logitech Formula Force USB wheel, and I'm wondering if I can
set it to separate gas & throttle axes.  As I understand it, that
would allow me to "smoke" the tires by holding both the gas and brake
down (as long as the game/sim I'm playing supports it).  I think I
would gain more control over my vehicle this way as well.

yes it does, and with the latest Wingman profiler software, you can actually
specify per game if you want the axis' combined or separate.  It's really
nice!

I have the same wheel (great isn't it?) and, yes, you can set the
pedals (not quite as great, but see below) to be dual-axis.

Go to your Control Panel, in the Game Controllers and open the LWFF
control screens.  I'm not at home right now and I don't remember
exactly where but on one of the screens there is a check box for the
dual-axis property.  If I remember correctly you have to uncheck the
box for the dual-axis to take effect.

And if you haven't done so yet, do yourself a favor and change the
spring for the brake pedal for a heavier gauge one.  It'll cost you a
couple of bucks and what a difference it makes.  Actually check out
Alison Hine's Eagle Woman GPL pages for other suggestions for tweaks
you can make to your wheel and pedals.  Eric Cote has detailed
instructions for increasing the travel of the brake pedal (I haven't
seen a need for this yet but you might).  Someone else has instructions
for putting ball bearings in the wheel (pretty involved, don't think
I'll be doing that).

Yes.
Go to Controllers->Properties->Settings and make sure Combined (at
top) is unchecked.
I use separate axis in any game that supports it.
