I had the same problem with my homebrew wheel and CH Pro Pedals, same
setup as yours.  I finally added a resistor (can't remember the actual
value, but I think it was 50k ohms) to my setup to provide an "input"
for the joystick 1 y axis, and suddenly Win95 was able to work with
my wheel/pedal setup.  I now use the Thrustmaster Propanel software,
but this was working before I added the TM package.

I have the same problem.....my wheel/pedals use 100k pots (as per most
j/sticks). The Thrustmasters use 200k pots.....+ there own interface
card (I wonder why $$$?).  I will try your 50k risister fix...... but if
GP2, IndyII and Nascar all work with 100k pots..... the evil finger must
point at CPR!

In my case, I think the problem was that there was absolutely no input
on the Y axis for joystick 1, I was only using the X axis of Joy1 and
the X and Y of Joy2.  I was merely picking a resistor that had something
resembling the mid-range of my other input.  As soon as Win95 saw an
input on Joy1's Y axis it picked right up on the fact that there was
indeed an input device out there trying to get it's attention.  I don't
know that the actual value was all that pertinent.
