I had Net communicator 4.2 which did not work. I then
downloaded 4.08 stand alone which worked fine but I missed
all the extras. Went back to netscape and downloaded 4.5
Communicator.

Now when I go to join a race I always get a message that the
race has started. It will also not allow me to host a race.
What am I doing wrong??

PS I grant all requests and can refresh the screen no
problem.

Two things to try.  And I know, you already have, but... try again and
very carefully.

It is very possible that when you did the VROC setup that your GPL
directory is not properly setup for VROC.  Very carefully run the setup
again and make extra sure that the path to your GPL directory is exactly
perfect.  If VROC can't run gping, all races you attempt to join will
always report back as being in race mode (even if they are not).

Go ahead and delete the Alison Hine entries in your
Security->Java/JavaScript in Netscape.  It is possible that during the
installation of the full Communicator package, something got whacked in
the configuration.  Then grant all permissions again when prompted to do
so.

I hope one of these does the trick...
