Hello,
I just installed Both patches to my game and now I was wondering, do I
have to put back the Dega, Dover, and Atlanta files that I downloaded
from Pit Road? Like, the Dega file made cars run 3 wide sometimes. Does
the patch do this? Or better AI at Dover, does the patch do this? Just
wondering.

The patches don't touch the lp files, so no you don't need these.  However
you will need to change the track text file for Atlanta if you want to run
with 40 cars again.

No! the patch does not address the above issues.  That is aside from the
Atlanta issue.  If you want go ahead and use the *.lp files for
Talladega and Dover.
