Does anyone know if anybody has ever created add-on race tracks for Viper
Racing ? If so, where can they be downloaded?

There is no user-created tracks for Viper Racing, sorry.  The title isn't
very much open, thus it's architecture made it very difficult for
third-party users to create programs for it.
