In a certain way... yes and no.
Nascar Racing : 1999 Edition is a complete new title from the Papyrus Design
Group/Sierra Sports that uses the Nascar2 game engine, not the one found in
GPL.
It has several new options such as double-file restars, Mid-race caution
flags, Win95 versions and also a better 3dfx support than in nascar2.
Also, you will now find that they added the Craftman Truck Series to the
WinstonCup and Busch Grand National list of tracks. You got around 11new
track (for a total of 34). New tracks include Louisville, Topeka, Portland,
etc... who are all part of the Nascar truck series. Also, the trucks act
"different" from the cars, with an actual different game engine for when you
choose to race with the trucks, on any given Nascar tracks.
Finally, you will find updates to the 2 other Nascar series tracks up to the
1998 season. Atlanta, Darlington, Las Vegas, Sears Points, etc.. are all
modified to their current version.

So a BIG update, but an update nonetheless. NASCAR 3 is the one that
will be built with the GPL physics model--is that correct? I had
gotten confused about that too.
N3 is a good update, but lots of drivers are missing--don't know why.
And I'm especially baffled by this Chassis 1, 2, and 3 business.
There's gotta be a patch for that as soon as possible.
