I have to disable the reflection on car. Otherwise, when I follow a car,
some texture is... ( I don't know how to tell exactly in English) :Some
texture is disappear and reappear on the rear bumper of the car. It's a kind
of fast clipping of texture on the bumper. I don't know if you understand
what I mean. Is it a bug?

My spec is:
win xp
p4   2,53 gig
512 of ram
ati radeon 9700 pro with the latest catalist and dx 9.

I get the same effect with my 9700pro..............
hopefully the next set of drivers will fix this
(my game also crashes sometimes, I think its
driver related...)

If you send in a bug report to ATI catylist crew then you will know it will
be fixed. There has been a lockup problem in Madden 2k3 since cat 2.5.
However, nobody reported it to the catylist crew till mid december. If you
see a bug, REPORT IT IMMEDIATLY. Don't assume someone else already did or
will.

   That could be one of the items that Papyrus said(in the readme) was an
issue with the Catalyst 3 drivers.

This is interesting.  When comparison-testing a soft-modded R9500/9700 with
all the eye-candy turned up, the main IQ area where I found the ATI card
lacking relative to my Geforce was the reflections.  They seemed to be
absent, making everything look flat.

You might try disabling the vertex shader environment mapping.  Do this
by editing the envmap_method=0 line in your player.ini, changing the
zero to a one.
