NFS T2 problem; JCU.EXE requested

I'm running the DOS version of the original NFS on a 266-MHz Pentium II
notebook using a T2 controller. In both DOS and Windows 95, I can't go much
faster than 50 mph with the gas pedal floored. I believe the file JCU.EXE
could be helpful. Since I don't have the SE version, the file isn't
available to me. BTW, I don't have acceleration problems with NFS 2. Thanks
