In Nascar 2003 by default each track has a Jasper setup, in Garage, setups

They are built into the game.  They aren't downloaded.

Just select it in the garage.

Be preparred to do a LOT of work on them.  Personally, the one's I've tried
so far stink.

The Michigan one in the beta demo is suweeeet, IMO. The Dega one is pretty
good out of traffic too. It's the way you drive 'm.

I agree.  Actually, I find all of the Jasper setups to be so-so when
driving alone in testing, but you've got to love being able to slip
outside someone and hold the outside line while still being able to
make the car turn.  In traffic the Jasper setups are awesome.

Manuel Deskalos (race engineer for Jasper motorsports - Dave
Blaney/Boris Said) put together a setup for each track that reflected
what a real team might use.  Generally from what I've seen the normal
"fast" setups are about the same as the were in N2002 but the "jasper"
setups seem to be better at dealing with actual racing and traffic.
