Slightly OT-Double line restarts

As I have never really been interested in NASCAR (until I
discovered NR99) I was wondering what the reasons for double
lane restarts are?  Is it to allow the lapped cars a chance to
get back a lap (which is fairly handy when racing on the PC)?
This theory should fail though as the lapped cars are more than
likely to be alot slower than the leaders and should end up
holding up the pack.  This doesn't seem to happen though?

In real life, Lapped cars aren't allowed to pit on the same lap as the
leaders under yellow. To make up for this disadvantage, they allow them to
restart on the inside line. I believe that is how it works
