I'm told it works on PS2 but not Xbox.

The PS2 has a USB connection (the Xbox's controller port is proprietary) and
most USB wheels work with most PS2 driving programs (I use Thrustmaster's
Ferrari wheel w. GT3), but not all functions are supported (altho GT3
supports more than most), i.e., don't throw away the Dual Shock gamepad with
the packaging.
There are a couple of dedicated PS2 wheel&pedal combos, but the ones I tried
were ***(altho I haven't tried Logi's 900-degree--2-1/2 turns l. to
l.--wheel). You really can't go wrong with GT3; I rated it the best of all
the console racers in an article I wrote for Motor Trend last year...and
nothing has come along since to change my mind. GT4, particularly w.
multiplayer, is bound to be better (most purists fault GT3's AI), but MS is
determined to break Sony's hold on the console racer market w. Forza
Motorsport. We'll see....

I have a TV input on my computer with svideo in, if we were to do it again..

The only problem I had is sorta like what I have to use MOMOTweak on my
PC for. The game just seemed to miscalibrate it, so it was off-center
by a few degrees. Not unusable by any means, it just felt like all the
cars had alignment issues.
Keep in mind that the wheel doesn't work with EVERY PS2 racing title,
just the ones that support the logitech family of steering wheels
(usually denoted on the game as supporting the GT Force wheel).
XBox is an impossibility, they have a proprietary USB setup for their
controllers and don't show any signs of opening it up to the outside
world. Unless Microsoft themselves put out an adapter for standard USB
to their controller ports, no dice.

Wait, nevermind, I've been proven wrong, it appears. This guy managed
to get his USB keyboard working on the XBox with an XBox Linux install.
However, those usually require a mod-chip, so I'm wondering if the
mod-chip disables the checking on the gameports...

I tried this myself - actually I did it to run linux on an Xbox with a USB
keyboard & mouse which worked fine.
Xbox games won't recognize any USB PC controller though.

You might have some exciting attempts at trying to move the cursor
around when choosing car/track/whatever with the wheel (it'll not move
at all until you hit a certain point, when the cursor just rockets
along), but you'll get used to the spot to flick the wheel to to get it
to hop forward or back one spot.
