There's several files inside Papyrus's .dat: pmp, mip, 3do, pcx, etc.
The Simproject is the best web site I have come across so far for understanding
these files, getting the tools needed, and learning to do one' s own editing.

For ICR2 there's a ton of useful tools that will allow you to edit
most of the items in the sim. Some of these tools are DOS specific,
but some are available for Win95 as well.
N2's another matter all together, and editing the shapes isn't quite
as easy. Gilles Benoit has created a useful Win95 editor that works
in conjunction with an MS Excel worksheet to edit N2 car shapes, while
most of the editing for ICR2 and N1 are done using Marcelo Basino's
DOS editor.
For the images there are tools both for DOS and Win95. Win95's the
better platform to edit images because of the wonderful WinMip tool
the Klaus H?rbrand. The WinMip utility can edit pretty much all the
images from any one of the Papy sims (ICR2/CART, N1/N2, and GPL)
including the 4 and 16-bit images from the Rendition version of ICR2/
CART.
