My theory is that the people at UBI had some sort of a global save feature and the ability to make the game load whatever setup they used last. Once they got used to the nice menu system on their developmental software they promptly forgot what the end product was going to feature. Of course they never went back to finalize the software.
I just refuse to imagine that the majority of UBI developers and testers thought this GUI was satisfactory.

Yes, but I am afraid it's not you. ;-) Maybe you've grown up with
unintuitive, time-wasting GUI's like these, but some of us haven't.
What's so hard about implementing a filter that only shows the setups
for the current track? Why on earth would I want to load my high-downforce
portugal setup in Hockenheim?
It's little things like these that really spoil some of the fun one could
have with the game in the long run. You accept it the first couple of times
you enter the setup menu, but after the fifth time it really tends to get
annoying. My guess is that most beta testers never went into playing with
the setup, otherwise this could not have gone unnoticed.
