It fixes technical problems. If the game is running fine on your PC, don't
bother downloading

It changes some items in the game and does make it more playable,
addtionally if you want to play online at the zone you have to have the
patch.

Among the things it does is ATTEMPT to fix the steering and AI so that it is
almost driveable.

The patch makes some major changes to the amount of grip you have at the
more advanced driving levels. The grip is lowered to a more realistic level.
