F1 2000 "enemy" performance

Could some of you more hacker-oriented tell me if the game files
actually contain different performance figures for different cars and
drivers and their separate characteristics? (and thus changeable by a
bit of tweaking)

Or is the apparent performance difference only fudged in, like "Prost
performs at 80% capacity compared to 100% of McLaren/Ferrari".

My guess is that that is exactly the way its done.
I don't imagine that it is doing a lot of calculations
concerning specific engines, suspension features, etc.
