I think Micro Machines v3 was actually 3D, but had a 2D-style top-down look
and feel... although I guess if the game you remember had involved driving
around on breakfast tables and pool tables, you would probably have
mentioned it... :)
Could you be thinking of Ignition? That was a top-down but 3D racing game
(and a hell of a lot of fun, too).

There was a top-down PC game called Speedster about four years ago, I
think - I remember playing a demo on a mag cover CD. It wasn't
particularly good, but passed the time for a while. Definitely
commercial rather than shareware, but I don't think I ever saw it in
the shops.
