On a 40 gallon tank, should the car start out with a slight push or
loose condition (in order to compensate for the loss of fuel and thus
balancing during the fulll length of the fuel).

in nascar as it goes on through the race my car gets looser so i think you
should start off a little tight.

I've found that starting with a slight push is best, which tends to go away as
the fuel is consumed. I've found that my IndyCar setups are much more
consistent through a run that those in NASCAR. I'm not sure why this is, could
be that I suck setting up stock cars!

Which is it? A push is when the car is tight and loose is when the car
wants to spin out. I think you meant the car tightens up as you race.maybe
not.
