I want to set up two racing simulators, each with their own pc, to run
Nascar 2003. I want to be able to control the race from a third pc. This
will not be on the internet, but on a LAN with a router. Can someone
please point me towards a website or tutorial where I can find the
information to set all of this up?

I don't know if there is such a site, because the setup is trivial...

On the host PC, launch the game and select "multiplayer". Go to the
"host"-tab, make sure your IP has a checkmark in front of it and that the
"players" setting is > 2 players. Click "start" and set up the track/race to
your liking. Click "start" again and you'll be hosting a race.

On the client PCs, launch the game and select "multiplayer", the race you
have just set up will appear on the list at the bottom of the "join"-tab.
Select it and click "start".

Let me know if you hit a snag...
