I can't barely drive my car...do I'm dump?

That's not really possible, as in real life, each track has its own unique
setup. Start with the Easy setup, go to the Testing mode, and practise driving
laps. Set your options to No Damage so that when you hit the walls you can
still continue, or you'll be spending all your time in the pits fixing the
sheet metal. If you want to race, back the opponent strength down from 100% to
something less so that the AI is driving about the same time laps as you. Then
practise, practise, practise. When you get the hang of things, you can try
driving the Ace setup. When you get the hang of that, there are numerous
Nascar99 web sites that can be found using a simple search that have custom
setups for each track, but they don't do much good if you aren't skilled at
driving. Many require hard driving to heat the tires sufficiently, and that
takes practise.
