Try these core.ini settings:

allow_force_feedback = 1
force_feedback_damping = 10.0000
force_feedback_latency = 0.01600
max_steering_torque = 300.000000
Your latency may be a little different from mine. 0.02 is a good
starting point. Try driving down a straight at about 80kph & weave from
side to side to work out when the force feedback latency is right.
In the Logitech controller properties, most people seem to recommend
setting spring & damping to zero, with force set to whatever level suits
you. Weaker is probably better for control, but too weak & you won't
feel the forces. Disable the centring force too.
You could also try using a longer steering ratio in the car setup to
make the steering less responsive, and although I recommend setting
steering linearity to full-linear, if you find the car too hard to keep
straight you could move the slider towards non-linear to make it less
sensitive around the straight-ahead.
