This question has proably been answered before but here goes. Is there
anyway in Nascar2 to reduce the amount of gas that everyone starts with? We
race at lunch and we don't have time to burn up a full tank of gas.

Nope.  No way from the UI, aside from the Testing session.  NASCAR rules state
everyone must have 22gals of gas for practice, qualifying and racing.

Unfortunately, gas is no longer handled by the player, as in nascar1.  When
you pit, you have no control over the amount of gas, and you can't start
with a vertain amount.  I think you can only control the amount of gas
during practice.

To be technically correct, I believe the rules only state that the
cars must meet the minimum weight specifications in technical
inspection, and does not specify that they must have a full tank. (Of
course, since everyone sets up so the car only meets weight with a
full tank, the net effect is as you describe.)

It's possible for a car which has been teched to go to the track, do
some laps, come back to the garage and rejoin the track without going
back through tech and without filling up, so it is actually possible
for Cup teams to practice without starting each practice session with
a full tank. But, each time through tech, the cars must be full
weight.
