Texas resurfacing and track.ini changes

Texas Motor Speedway has been repaved and all reports indicate they
did a whale of a job.  If an enterprising sim-tweaker wanted to make
changes in the track INI, what might be the best way to figure out how
drastic of a change to make in say, the grip or tire wear settings?
My thoughts are to put the AI on the track and let them run around for
a while, then make some adjustments to the settings and compare.  Is
this a valid approach?

  from what I've heard you will have to tweek the files to get 200mph at the
end of the straights...That kinda puts a big ol knife in the theory that
Insurance Companies are holding back the speeds at tracks like Atlanta and
Texas...

Cars have been hitting 200 mph at the end of the front stretch at
Michigan for a while now.  I guess they are talking about avg. laps
speeds maybe?

I don't really understand what exactly they are insuring against.
There is a disclaimer on the back of every ticket I've ever bought.  I
guess a person could sue them anyway.

Imagine what would be the insurance costs of the typical WRC race,
where folks stand right beside the course, no wall, no fence, no
nothing.  Maybe these folks don't pay to get in though.

Any ideas where to start with the ini file?
