12 FPS.... So, I need to know how to over clock the CPU so that when I
get more RAM (have 32) and a better 3d card, everything will work

Assuming you don't have a 3Dfx or Rendition video card, get one!
If you are using the software rasterizer in GPL, adding a 3Dfx or
Rendition video card is the best bang for the buck upgrade by a *big*
margin! (OC'ing in your case may buy you 10% faster fps, I'm talking
100% or more here!)

Results:
BEFORE:
I had nothing on, and achieved a slow... slow.... 12-16 FPS and was sick of
this sim
With everything on.. I achieved 6-10 FPS and really thought this sim sucked!
With the 3d card added.. Nothing else..
I now get 34-37 FPS with nothing on.. Better game, but still unrealistic when
it comes to car handling.
With everything on. I get 32-36 FPS. game looks far better than before. Even
when there are other cars around. I get 29 FPS. Was really impressed that the
FPS was this high with everything on..
Certainly the biggest bang for the buck there was on this computer.. Wonder
what more RAM will do?? (current 32mb)
Lap times decreased, (not in half, but better) more than likely because the
sim is more real time than time delayed. but the car still wants to go
sideways at speeds over 100 and that really isn't fun or realistic.. Think of
the power necessary for that to really happen and 400 isn't the number.. I
can't get the car to stay straight in a straight line at all..

It won't make it a 400, it will make it a dual 200. If your game isn't
written to take advantage of multithreading (Which it probably isn't), the
other processor would just sit there anyway.
I lost the original post about this, but there are much cheaper ways than
this whole line of thinking to get some upgraded performance. TCComputers
will sell you a new Tyan 1680s Motherboard with a PEntium2/333 that will
take your old 72 pin simms for 300$ so you dont have to buy new DIMMS

Nope, at least only a little while ago the PPros were so dear that you
could've gotten a P2-400 and a motherboard for the price of one of those
sucker (ok, maybe not quite, but they _were_ expensive).
