Your bootup process is sending a signal to that USB port to test it.

If it moves all the way to one side and then to the other, it's auto
calibrating. You can tell it to stop in control panel.

Hey punch, mine does the exact same thing, always has, doesn't bother me
unless I happen to be resting on it when it does it, then it scares the
bejeezus outta me.....

I was done on the ground rewiring the computer, had the wheel on the box,
and when it rebooted the wheel basically shot off the box and into my head
( I was sorta laying under the desk), I grabbed the thing and it turned the
otherway and smacked me again!

You mean... you got a punch in the face? If the wheel moves completely
to one side, then the other, then re-centers and stops moving, it
means the game had it do that to autocalibrate. By the way if that
doesn't happen you should move the wheel fully left and fully right
after all leds have come on because the wheel needs to be calibrated
every time a game starts or the wheel gets unplugged...

If it shakes a bit like a electric razor, then just move it all the
way to one side and the other and things should be OK.

Oh and make sure it is attached firmly to the table before connecting
the power and starting a game :)

Unluckily my ballbearing converted wheel has a punch like Mike Tyson :-(
