Yes, but its not easy like you may think, because they are 3d poly shapes.

I think too, that all cars share the same wheel bmp, so if you wanted
a certain car to have say, yellow wheels, all the other cars would
have them too.

The bmp is in one of the dat files.  You will need a dat file viewer
(papybmp) to export the bmp so you can edit it.  Alternatively, I
suppose you could download someone elses custom wheels and edit those.
