Painting car in N2002/how to convert jpg file to tga??

I'm trying to make a new car for N2002 and I have this .jpg graphics file I
would like to use as the hood graphic.  I'm wondering what software do I
need to convert this file to .tga format?  This is the format needed in
N2002 for car painting.

Get Either paintShopPro or "The Gimp" for windows.  Both of those
programs will allow you to paint your car OUTSIDE the sim and then  
create the necessary tga file.

At that point you can go into the sim and import the entire paintjob.

Almost any and every paint or photo program.  Most of us use Paint SHop Pro.  You can check it out
at, www.jasc.com

Have you tried Paint Shop Pro?  Check me on this but I think
the demo ver. allows this.
