I've had this problem when I run from windows. Usually this also causes the game to crash when I leave the garage.
What I do is restart in MS-Dos mode. Then type "FASTCFG". Thiis is a utilit
sets the souncard to emulate an SB Pro. It also restart the computer and seems to give me more conventional memory.
I still don't have enough CM to run F1GP tho'. It ran great right after I installedit, 30 frames per second running thru Win 95, but since then I get a "Not enough memory" error every time, whether I'm in Win or Dos.
If any Aptiva/Win 95 owners know a fix for this I'd appreciate it.

Well I'm not an Aptiva owner, but if you get rid of the MWave "sound
card", all your problems will magically go away.
