For some reason the wheel is about left 5 degrees off center. This
happens during both POSTing and while in Windows. I really don't know
if it's the wheel or my system.

You have to install the later Wingman Software.  It corrects for this
mis-alignment.

...or install 4.11C drivers, or even better, 4.20 beta drivers.

Yes.

the Momo Tweak is only for those who are not happy with the canned alignment
settings in the fixed drivers.  Not everyone was...
