I got my first (2) wins on sunday.
Installed Patricks great new sounds.

I reinstalled GPL and VROC.
Ran thru all the setup and help files.
Its because I won a race.

Very, very carefully examine your VROC setup information. This sounds
like the VROC setup doesn't have the "correct" path to your GPL
directory.
